Located in the lower reaches of the Yellow River, Shandong Province faces the Bohai Sea, the Yellow Sea in the east and leans on the continent in the west. The continental part in the west is, from north to south, Hebei, Henan, Anhui and Jiangsu Provinces. The total land area of the province is 16,700 square kilometers, and the population is over 87 million. There are 139 counties, cites and regions across 17 municipalities and prefectures in the province. The capital city is Jinan.

The telecommunication industry in the province is basically modernized. In 2001, Shandong led China in its total length of telecommunication optical cable which is over 100,000 kilometers. Programmed telephone exchange capacity totaled 22.5 million sets, being the second in the country. The high-speed transmission trunk network is now in place, with transmission bandwidth amounting to 320G-400G. The diffusion rate of the telephone is as high as 16.5 sets per 100 people, over 3 percent higher than the national average. The business revenue of the Shandong Mobile stood at 730 million, ranking the second among the 13 provincial

mobile carriers under the China Mobile listed on Hong Kong Bourse. Shandong Mobile has about 6 million users, ranking the fourth in China. Shandong Unicom has set up 38,000 kilometers optical cable communication network across the whole province. It now operates both the GSM and the CDMA mobile networks, with its capacity up to 4.3 million users. At present, Shandong Unicom has 3 million mobile users. The transmission trunk networks can transmit signals through the optical cable or digital microwave from the provincial capital to cities and prefectures. Transmission from municipalities and prefectures to counties and towns is either in one form or in two forms. The packet switching network, the digital data network, the electronic mailbox, the electronic data exchange, the public computer network, the television-meeting network, the 168 information service network have all been built across the province.
